- Preheat the oven to 350°F (175°C). Grease and flour two 9-inch round cake pans.
- In a medium bowl, whisk together the flour, cocoa powder, baking powder, baking soda, and salt. Set aside.
- In a large bowl, beat together the sugar, eggs, buttermilk, melted butter, and vanilla extract until smooth and combined.
- Gradually add the dry ingredients to the wet ingredients and mix until combined. Pour in the boiling water and stir until the batter is smooth.
- Divide the batter evenly between the prepared pans and bake for 30-35 minutes, or until a toothpick inserted comes out clean.
- Allow the cakes to cool in the pans for 10 minutes, then transfer to a wire rack to cool completely.
- For the frosting, beat together the powdered sugar, softened butter, heavy cream, and vanilla extract until smooth and fluffy. Frost the cooled cakes and decorate with Halloween-themed toppings such as spiders or pumpkins!
