- Preheat oven to 350°F (175°C). Grease and line two 8-inch cake pans.
- In a large bowl, combine flour, cocoa powder, baking powder, baking soda, salt, and sugar. Mix well.
- Add eggs, buttermilk, oil, and vanilla. Beat until smooth and combined.
- Slowly pour in hot water (or coffee) and mix until the batter is thin and glossy.
- Divide the batter evenly between pans and bake for 30–35 minutes or until a toothpick inserted comes out clean.
- Cool cakes for 10 minutes in pans, then transfer to a wire rack to cool completely.
- For frosting: beat butter until creamy. Add powdered sugar, cocoa, cream, and vanilla. Beat until light and fluffy.
- Frost the cooled cakes, layer them, and garnish with chocolate chips or shavings on top.
