- Preheat oven to 350°F (175°C) and grease two 9-inch round pans.
- In a bowl, whisk flour, baking soda, and salt. Set aside.
- In another bowl, beat butter and sugars until creamy. Add egg and vanilla extract.
- Gradually mix in dry ingredients, then fold in chocolate chips.
- Divide dough between pans and spread evenly. Bake for 20–25 minutes or until golden brown.
- Cool completely before frosting.
- For frosting, beat butter until fluffy. Add powdered sugar gradually, then milk and vanilla until smooth.
- Layer one cookie base, spread frosting, add the second cookie layer, and decorate with mini cookies.
